PAC

    La véritable réforme démocratique commence au sein de notre propre Chambre des communes. Nous proposons de remplacer le système rigide de discipline partisane du Canada par un modèle plus responsable, tel qu’il est utilisé au Royaume-Uni, où les députés de la majorité peuvent voter selon la volonté de leurs électeurs, et non de leur chef de parti. Cela permettrait de responsabiliser les citoyens, de renforcer la représentation locale et d'obliger les chefs de parti à mériter le soutien, et non pas à simplement le commander. L'application des votes libres varie en fonction du sujet traité: au niveau le plus bas, il s'agit d'un vote totalement libre, tandis qu’au plus haut niveau, comme pour les éléments du programme sur lesquels les députés se sont engagés, il devient un vote contraint, conforme aux lignes du parti.

    Nous avons vu ce modèle fonctionner dans la pratique, et nous savons qu'il peut contribuer à rétablir la connexion entre le Parlement et le peuple. Cela ne coûte rien, ne nécessite aucun changement législatif, et transformerait la façon dont notre gouvernement fonctionne, faisant de nos députés de véritables politiciens, et non de simples machines à voter au service des chefs de parti.

  • Le PAC mettra en place un système de représentation proportionnelle mixte (RPM) afin d'assurer une Chambre des communes qui soit plus équilibrée et représentative.

    Le PAC s'engage à renforcer la démocratie en garantissant que chaque vote canadien ait un véritable impact et qu’il soit équitable. Notre système électoral actuel, bien qu'ancré dans une longue tradition stable de style Westminster, ne reflète plus la diversité des opinions politiques à travers le pays. Les élections peuvent produire des résultats où d’importantes parties de la population se retrouvent sans véritable représentation au Parlement.

    Pour moderniser la démocratie canadienne tout en respectant son héritage parlementaire, le PAC mettra en place un système de représentation proportionnelle mixte (RPM) afin d'assurer une Chambre des communes qui soit plus équilibrée et représentative.

    Ajouter un nombre limité de députés élus proportionnellement à la Chambre des communes

    1. Augmenter le nombre de sièges à la Chambre des communes par une proportion allant jusqu’à 25%, répartis proportionnellement par province ou territoire;
    2. Ces nouveaux sièges seront pourvus par une liste de parti fermée et classée, permettant aux électeurs d’influencer la représentation nationale en plus de leur député local; et
    3. Les députés de liste serviront en tant que députés ordinaires à part entière, responsables envers tous les Canadiens et les programmes des partis, et non seulement envers les intérêts régionaux.
