Biographie
With 25 years of dedicated service on Surrey City Council, Judy has played an instrumental role in shaping one of Canada’s fastest-growing cities. A respected community leader, advocate, and champion of public safety, heritage preservation, and community development, Judy has spent decades making a lasting difference in the lives of Surrey residents. Her contributions extend well beyond municipal politics, earning her recognition at the local, national, and international levels.
Born in Manitoba and raised in Vancouver, Judy graduated from the University of British Columbia and taught Physical Education and English for 12 years before moving to Surrey in 1976 with her husband, Pat, to raise their family.
While raising her children, Judy pursued a career in journalism and broadcasting, working as a writer, editor, and reporter for BC Women magazine, Hey Taxi, and Shaw Cable. Her work focused on community issues, local events, and interviews with civic, business, and community leaders.
In 1983, Judy was elected to Surrey City Council, beginning 25 consecutive years of public service during a period of tremendous growth and transformation.
Throughout her time on Council, Judy championed community development, heritage preservation, public safety, and social programs. She helped establish Tourism Surrey and the Surrey Foundation, now known as Surrey Cares. She is also a founding and honorary member of the Fraser Valley Heritage Rail Society and was involved in establishing the Surrey Heritage Society. Recognizing the importance of addressing social challenges, she organized the Urban Safety Advisory Commission, bringing together non-profit organizations and government representatives to strengthen community support.
Her leadership extended well beyond Surrey. Judy served on the Metro Vancouver Board, chaired the Regional Parks Committee, and held leadership roles in sewage and drainage and labour relations. She also served eight years on the Board of Directors of the Federation of Canadian Municipalities, co-chairing its Urban Safety and Crime Prevention Committee. Her work took her to national and international conferences, including Montreal and Paris, where she shared her expertise on crime prevention, youth, and community safety.
Judy’s dedication has earned her numerous honours, including a National Crime Prevention Award from the federal Solicitor General’s Department, Surrey’s Woman of the Year Award from the Business and Professional Women’s Organization, and both the Queen Elizabeth II and King Charles III medals recognizing her extensive community service.
Judy’s legacy is one of leadership, integrity, and an unwavering commitment to community. Her decades of experience, practical approach, and genuine dedication to public service have left a lasting mark on Surrey and the many organizations and communities she has served.
