"Arts and Culture Everywhere – Opening a small cultural venue or community space can take years, even when your community would be better off with it open right now. We want to save you from the seemingly endless permit queue and give you a path to approval that takes mere weeks or months."
— OneCity's Local Economy Action Plan, Retrieved 2026-10-02
"Vancouver currently has no real regulatory category for the small, ongoing venues where much of the city's grassroots culture happens — artist-run dance floors, drag venues, comedy joints, and rehearsal spaces that don't fit neatly into rules built for bars, expensive nightclubs, or big theatres. The result is a "missing middle" for how the City licenses the venues that make Vancouver fun. Too many venues are forced to operate extra-legally, or shut down entirely, disproportionately impacting younger, queer, racialized, and working-class artists least able to afford hefty fines or gain access to established venues.
The Legal Pathway for DIY Arts and Culture Venues will create a new small cultural venue licence category with risk-based safety requirements, a compliance-first approach that helps operators collaboratively fix problems instead of being forced to shut down, a dedicated Venue Navigator who will guide small operators through fire, building, and zoning requirements, and a code-compliance grant stream to fund the critical fire and building safety standards that working-class artists can't afford on their own."
— OneCity's Vancouver Backstage Pass Plan, 2026-09-03
"Vancouver has already set a target of 800,000 square feet of new or protected affordable cultural space over ten years. However, rising rents, short leases, and redevelopment pressure continues to push out artist studios, rehearsal rooms, and galleries, hitting Indigenous, racialized, queer and trans, disabled, and youth-led cultural organizations hardest.
The Cultural Space Security Program will create an annual cultural space inventory to track what's being lost, a no-net-loss test requiring replacement or relocation support when redevelopment displaces cultural space, expanded grants for accessibility and safety upgrades, and a requirement that major rezonings and public land projects actively consider cultural production space."

Toronto, Calgary, and Edmonton have all already moved to independent, arms-length arts councils to solve exactly this problem.
OneCity will create a Vancouver Arts and Culture Council — an independent, sector-led agency governed by a board with arts, culture, equity, and Indigenous expertise, responsible for adjudicating civic arts grants through peer assessment. Council will continue to set the overall funding envelope and policy direction, but individual grant decisions will be made by the sector, not by politicians. A city-run People's Builder will build 4,000 family homes on land the city already owns: housing by Vancouver for Vancouverites. The City will guarantee loans, draw in federal funding, and put in capital to build faster and cheaper on city land. When a project returns money, that money goes straight into the next project, so every home helps build more.
In October 2025, Ken Sim and ABC asked council to create a new public corporation to build roughly 4,000 market rental homes on six city sites and extract expensive market rents from Vancouverites. OneCity Councillor Lucy Maloney voted against it, and it failed. We’ll bring it back, but this time, affordable homes for and by Vancouverites."

Promesse de OneCity
"OneCity's values are simple: safety, equity, and opportunity for everyone. In 2024, our party spoke publicly about the attacks in Israel and the war in Gaza. As candidates, we think Vancouverites deserve to know where we stand now.
Candidates in this election have been asked to sign the Vote Palestine pledge. It has four parts, and we want to answer each of them plainly.
1. Condemn the genocide
We do. OneCity's candidates and campaign team unequivocally and unanimously condemn the genocide in Gaza, as we condemn the genocides everywhere, including in the Darfur region of Sudan and against the Rohingya in Myanmar. We condemn the regimes that carry them out, and we commit to consistent, vocal solidarity with people living under oppression.
2. Sign the Apartheid-Free Communities pledge
This pledge, convened by an American non-profit, asks signatories to commit to three things encompassed in an ‘apartheid-free community’: freedom, justice, and equality for Palestinians and all people; opposition to racism, bigotry, discrimination, and oppression; and working to end all support for Israel's apartheid regime, settler colonialism, and military occupation.
When we sat down together to talk it through, the first two came easily. They are already our values. The third is where we stopped.
We stopped for two reasons. First, we want to act within the limits of our authority. Second, we heard from people in this city who told us this language would make them feel targeted rather than heard. We take that seriously.
To this end, we recognize there is a role the city can play in where it puts its procurement dollars, as we have set out below. It is an honest statement of what a municipal government can do, and a commitment to the safety of everyone who calls Vancouver home.
3. Cut ties with Israeli institutions
OneCity has already committed to procurement policies that put local and ethical purchasing first. In practice, that means we must ensure, to the extent possible, city dollars will not flow to regimes states complicit in genocide, either in Israel or anywhere in the world.
We will work with City staff to see that contracts are awarded to local businesses or Canadian companies. Where we have room to act, we will.
4. Recognize the Arab Canadian Lawyers Association's framework on anti-Palestinian racism
Anti-Palestinian racism is real. The silencing of people who speak out against the genocide is a growing problem around the world, and it is happening here. We will defend the right of Vancouverites to protest, and we will never silence advocacy for rights, freedoms, and justice, at home or abroad.
We condemn racism in all forms, including anti-Palestinian racism. We reiterate our alarm and outrage at the surge of anti-Palestinian, anti-Semitic and Islamophobic hate and stand in solidarity with all of those affected. Every Vancouverite, regardless of race, religion, gender, age, ability, sexual orientation, or place of origin, deserves to have their rights protected and to feel safe and included within their community.
Our job, if we are elected, is to make every person in this city feel safe and welcome. We are not confident that adopting an external framework gets us there. We would rather do that work here, in Vancouver, with Palestinian, Arab, Muslim, and Jewish Vancouverites all at the table to establish policies to combat anti-Palestinian, anti-Semitic and Islamophobic racism.
We share these commitments as a team, and most of them line up with the Vote Palestine pledge. Where we differ, we have tried to say why. We also acknowledge the people who disagree with us, and the limits of what a city can control. Our goal is to build a Vancouver where everyone is welcome and feels safe."

"Turn Kingsgate into a Community Hub – Kingsgate Mall is on some of the most valuable land in the province. But it has sat aging and underutilized for years as homes, good jobs, and transit are built around it. We can dream big and re-imagine how Kingsgate can be the heart of the city.
The OneCity School Board Team will keep the Kingsgate land in public ownership and transform the site into a bustling Community Commons in partnership with Host Nations and the OneCity Park Board and Council teams to create:
- A New Public School – We will build a badly-needed new school with a vertical flex space for the growing neighbourhood.
- [...]Complete Services – Co-locate a complete set of public services so Kingsgate can be a community hub for a new community centre, licensed public, non-profit and Indigenous childcare, including before- and after-school care. "

Mobi is currently under real financial strain, facing an aging fleet, mounting competition, and end-of-life equipment costs it may not be able to cover. Biographie
I spent decades covering City Hall as one of B.C.'s most respected civic journalists. Now I'm running to bring that clear-eyed pragmatism to topics like housing and good governance at the council table.
Raison de la candidature
I'm running because I wanted to do public service in a different way after 43 years in journalism and I wanted to be able to directly advocate and work for improvements to the city that I didn't see happening with the current council.
