A Plan to Build a Stronger, Fairer, More Resilient Canadian Economy
BUILDING A WORKER-FIRST ECONOMY
The global economic landscape is shifting, and Canada must adapt to protect workers and families. Donald Trump’s trade wars have already driven up costs for Canadians and cost us jobs. We can’t afford to wait for things to return to “normal”—because the old normal wasn’t working for working people.
Some want to take us down the wrong path: cuts to public services, less support for families, and corporate handouts with no strings attached. But the NDP has a better plan—a worker-first economy that puts people ahead of profits and builds resilience for the long term.
Our plan, developed with input from progressive economists, workers, and labour leaders, is about creating an economy that works for everyone—not just billionaire CEOs. It’s about fairness, security, and opportunity for all Canadians.
DEMOCRATIC EMPLOYEE OWNERSHIP: PUTTING WORKERS IN CONTROL
At the heart of our vision is democratic employee ownership—a proven model that empowers workers, reduces inequality, and builds resilient communities. By giving workers a real stake in the businesses they help build, we can create an economy that works for everyone.
Why Democratic Employee Ownership?
- Empowers Workers: Employees have a voice in decision-making and a share in the profits.
- Reduces Inequality: Wealth stays in the hands of workers, not distant shareholders.
- Builds Resilient Communities: Employee-owned businesses are more likely to keep jobs and investment local, even during economic downturns.
The NDP will:
- Create Clear Legal Frameworks: Establish Employee Ownership Trusts (EOTs) and worker cooperatives to make it easier for businesses to transition to employee ownership.
- Provide Tax Incentives: Make the capital gains tax exemption permanent for EOTs and extend it to worker cooperatives.
- Ensure Access to Capital: Create a public investment bank to provide patient capital for employee-owned firms.
- Support Regional Development: Fund regional employee ownership centres to provide technical support and raise awareness.
MEANINGFULLY IMPROVING EMPLOYMENT INSURANCE
The COVID-19 pandemic exposed glaring gaps in Canada’s Employment Insurance (EI) system. Workers deserve a safety net they can count on—one that ensures they can put food on the table and keep a roof over their heads, no matter what challenges arise.
The NDP will:
- Remove barriers to EI access by setting a universal 360-hour qualifying standard and extending benefits to contractors and self-employed workers.
- Extend benefit duration to 50 weeks, ensuring workers have the support they need during tough times.
- Increase benefit levels to two-thirds of insurable earnings, with a minimum weekly benefit of $450, putting more money in workers’ pockets.
- Eliminate the one-week waiting period, so workers get support when they need it most.
- Expand the EI work-share program, helping businesses avoid layoffs by spreading hours evenly among workers.
These changes will ensure that no worker is left behind and that our economy remains strong and resilient.
BUILDING INFRASTRUCTURE TO KEEP PEOPLE WORKING
Canada’s infrastructure deficit is holding us back. From crumbling roads to a dire shortage of affordable housing, we need bold action to rebuild our communities and create good jobs.
The NDP will:
- Invest in shovel-ready projects—roads, bridges, transit, and hospitals—that create jobs and strengthen communities.
- Build more homes for families and first-time buyers, working with provinces, municipalities, and non-profits to deliver affordable and non-market housing.
- Launch an East-West clean energy grid, a nation-building project that will deliver affordable, clean energy while creating well-paying, unionized jobs across the country.
By investing in infrastructure, we’ll stimulate the economy, create jobs, and leave a lasting legacy for future generations.
PROTECTING PEOPLE AND JOBS
In times of economic uncertainty, workers and families need protection—not cuts to public services or layoffs that hurt communities. The NDP will stand up for workers and ensure that no one is left behind.
The NDP will:
- Develop a national strategy to boost domestic manufacturing and value-added processing of Canada’s natural resources, creating jobs and reducing our reliance on foreign markets.
- Preserve good jobs by supporting businesses that retool and refocus on new markets, with strict conditions to protect workers and prevent executive payouts.
- Invest in public services like health care, education, and transit—services that make Canada a great place to live, work, and do business.
- Introduce emergency income supports, including boosts to the GST credit, Canada Child Benefit, and GIS, to help seniors, families, and people with disabilities.
- Protect Canadians from price gouging, ensuring corporations can’t use crises as an excuse to hike prices on essential goods.
- Expand trade relations with countries that share our values, while ensuring strong labour rights are part of every trade agreement.
- Eliminate inter-provincial trade barriers, harmonizing standards to the highest level to create a stronger, more unified economy.
- Prevent American owners from stripping valuable assets from Canadian plants, protecting jobs and public investments.

The NDP’s plan is about putting workers first and building an economy that works for everyone. It’s about fairness, resilience, and opportunity—not just surviving the challenges of today, but thriving in the future.

Biographie
I firmly believe in the traditional saying, "If you're going to do something, do it right, or don't do it at all." That's why I'm calling on you to support Arlington for Calgary-McKnight.
Arlington hails from Barranquilla, Colombia. Politically persecuted at the age of three, he became a political refugee and entered Canada via Montreal at the age of four. He later moved to northeast Calgary at the age of eight. Growing up in a small family business environment solidified Arlington’s understanding of the liberating power of a strong local economy made up of empowered small businesses. Arlington spent the late 2000s working at his family Latin bakery, which thrived until the economic downturn in 2012, due to the aftereffects of the 2008 global financial crisis. While courageously overcoming obstacles, Arlington’s family endured labor precarity and economic instability. During his junior high years, Arlington often did double shifts, attending francophone school during the day and helping his family earn their daily bread through exploitative cleaning wage jobs in the evenings and weekends.
Proud of his heritage and diverse ethnic background, Arlington is a polyglot, speaking Spanish, French, English, and currently planning on learning more. He resonates with the concept of Sewa, firmly believing that “the strength of my neighbour is my own.” He has continuously taken on a central role in helping strangers, students, friends, and family, being an active listener, and taking initiative in the service of our community. He notes that fundamental human rights principles are being eroded around the world and at home. Arlington believes the time to act is now. To save our country and liberate our nation, there is no alternative to working-class solidarity. All power to all people.
In 2021, as a first-time volunteer with the Falconridge-Castleridge Community Association, Arlington was elected Secretary and joined the Board of Directors. The association secured a grant to install solar panels, reducing operating costs to zero and enhancing the community centre's services. Later that year, Arlington also volunteered as a project manager to build a fit park in an underfunded part of the city. In 2023, he was elected by and to represent 29,000 undergraduate students at the University of Calgary Students’ Union as their Vice-President of Operations and Finance. He achieved a historic reduction of tuition and increased the union’s revenue by 10%. He is currently the Vice-President of Nadia’s Hope, a local charity and advocacy group dedicated to preventing domestic violence and empowering all.
Having recently completed his Bachelor of Political Science, Law & Society, and minor in Sociology, Arlington is committed to eliminating barriers to an affordable life, such as the cost of groceries, low hours, low wages, and access to affordable housing, forcing many to get a second or third job. He believes in building a transformative social democracy that enhances proper economic development and creates conditions for all workers to achieve economic self-determination.
There is a massive opportunity for Calgary-McKnight to elevate its socio-economic position with Arlington’s vision. Canada’s not for sale; for us to maintain our sovereignty, we must develop our industrial base, our advanced technological industry, and achieve economic democracy to secure our own engines of growth.
With hard work and dedication, Arlington will continue to pursue further education in political management, understanding that life is a continuous learning opportunity while holding on firmly to the rope of our creator. A single spark can light a prairie fire. In the face of adversity, he keeps Canada safe as he works at the airport as a screening officer. Arlington proudly calls the community of Falconridge home.

Arlington knows economic struggle firsthand—from his family’s bakery collapse after the 2008 crash to working exploitative cleaning jobs as a teen. He’s running because no one should need two jobs just to afford rent and groceries. In Parliament, he’ll push for:

- Affordable housing (as UCalgary VP, he cut student costs by 10%)
- Small business support to rebuild local economies
