Gilbert Joseph Jubinville

Canada's pre-2008 policies—small government, low taxes, individual freedoms—drove prosperity, enabling home ownership, affordable education and healthcare, family growth, business startups, and retirement savings. Restoring these balances decentralization with national unity.

Childcare

Promesses de Gilbert Joseph Jubinville

Government-subsidized childcare is not the solution. Hungary's tax exemption for mothers under 30 has demonstrated success in boosting birth rates.
Allow entrepreneurs to establish childcare centers nationwide at half the expense of large-scale government initiatives.
The solution consistently lies in empowering entrepreneurs to develop innovative solutions within a genuine and open free market.

Food prices

Promesses de Gilbert Joseph Jubinville

Urban agriculture plays a vital role in enhancing food security and sustainability. Vertical hydroponic food-growing systems can be utilized in rural areas.
Reinstituting home economics in high schools could be beneficial, with a focus on teaching gardening, fishing, food canning, and hunting.
Eliminate Protectionism in the Agricultural Sector. Create a free, open, and fair system in the dairy, poultry, and eggs sectors that will save Canadians billions of dollars annually.
thanks to the lower prices they will pay for these products, while improving our trade relations with the U.S. and other partners
Gradually Phase Out Supply Management. Phase out the supply management system over a number of years to allow farmers to adapt, and compensate them for the lost value of their quotas.
Allow Canada’s dairy, egg and poultry farmers to innovate, thrive and sell their products internationally

Fuel and transportation costs

Promesse de Gilbert Joseph Jubinville

Abolish the carbon tax, as it has not contributed to environmental improvement. Eliminate the additional taxation on fuel.

Home construction and supply

Promesses de Gilbert Joseph Jubinville

No free grants should be provided to private companies. All government "investments" must an exchange for shares; otherwise, it is misleading to label them as "investments."
Appropriate incentives should be established to encourage the development of affordable housing.

Home heating

Promesse de Gilbert Joseph Jubinville

Remove the carbon tax.

Home ownership

Promesses de Gilbert Joseph Jubinville

We are the only country that compels our youth to compete on a scale for housing. practice neither moral nor ethical. Our youth represents our future
Canadian must not serve as a passive source of income for foreign nationals.
Canada's population increased by 1.3 million in 2023, primarily driven by immigration while starts failed to keep pace. People's Party of Canada (PC) proposes halting immigration to reduce competition housing.
Privatize or abolish the CMHC, as it promotes risky borrowing & contributes to inflated housing prices. We need a market-driven strategy- align housing prices with incomes, to enhancing long-term affordability
High immigration, accounting for 98% of Canada’s population growth in 2023, significantly increases housing demand, beyond the affordability of average Canadians.
Work in partnership with provinces to limit foreign non-resident buyers and address money laundering in housing and land markets.
Adjust the Bank of Canada’s inflation target from 2% to 0% to address inflation in housing and sectors.
1. Inflation is attributed to Quantitative Easing; maintain inflation at zero. 2. Implement a moratorium on immigration. 3. Establish incentives for affordable housing
Liberals, CPC, and NDP implement tax increases and subsequently provide rebates as a means to secure votes. The only sustainable lies in reducing taxes.

Immigration Imposing a Moratorium and Deporting Illegals

Homelessness

Promesses de Gilbert Joseph Jubinville

$340,000 is spent annually per homeless individual over 100 non-profit organizations. Mental illness should be addressed seriously from a young age.
Maslow's hierarchy of needs: food and water, security /stability, love /belonging (relationships and community), esteem (self-respect and recognition), and self-actualization (realizing personal potential)
we must eliminate Woke ideology and third-wave feminism are associated with anxiety, depression, and a lack of happiness.

Post-secondary costs and loans

Promesses de Gilbert Joseph Jubinville

I have two sons attending University. Education is unaffordable. Youth are the future of this great country. We are the only country that forces our youth to compete world wide for a seat at University.
This topic requires input from all levels of government. Once the crises is over or stable the Gov must hand over all educational responsibilities back over to each provinces.
Administrative component has progressively overpowered the academic component over the last 20+ years. The cost of WOKE & Trans ideology admin support has risen mush too high.

Poverty

Promesses de Gilbert Joseph Jubinville

We are the only country that forces our youth to compete world wide for a seat at University, a local job and a house and home! mass migration is the #1 cause of poverty!
1 in 5 poor households face housing insecurity; 40% of renters spend over 30% of income on rent.
Single-parent families (25% poverty rate) and large families (15% with 3+ children) are at higher risk. Housing costs exacerbate this, with 60% of poor families rent-burdened
Canada is the richest country on earth per capita with the highest taxes & poverty if you exclude tax havens & money laundering banking countries like Luxembourg & Switzerland.
Canada’s wealth is driven by natural resources. We have more oil than Qatar ( zero income tax) . Canada’s top 20% hold 67.7% of wealth, while the bottom 40% hold 2.7%
High taxes as a barrier to economic freedom. Broad tax cuts are required to increase disposable income. High taxes, combined with housing costs, exacerbate poverty and deter family growth

Public and affordable housing

Promesses de Gilbert Joseph Jubinville

We are the only country that forces our youth to compete world wide for a house. We must decentralizing federal power. Housing, health & education are provincial jurisdictions under the Canadian Constitution
Federal government should focus on its core responsibilities (e.g., defense, foreign affairs) and leave social programs to provinces.
PPC would likely oppose subsidies for affordable housing, such as the $1.5 billion Co-operative Housing Development Program or the $15 billion Apartment Construction Loan Program.
These distort markets and favor private developers, echoing critiques that the NHS has failed to deliver truly affordable units for low-income households.
Moratorium on immigration. Two out of three, or 64 per cent, of Canadians surveyed said the country should accept fewer immigrants in 2025 or until the housing crisis has been solved.

Renting and rental housing

Promesses de Gilbert Joseph Jubinville

Rising rents intensify poverty for the 40% of renters allocating over 30% of their income to housing. Families requiring larger units, such as two- or three-bedroom apartments costing $3k more per,
PPC’s policies target home ownership!
Tax cuts will enhance disposable income ($400 annually for an individual earning $20,000), enabling renters to better afford $2,200 rent. Deregulation will stimulate rental construction by reducing costs
Developers favor high-end units for higher profits. PPC polices will incentive developers to build low income housing,

Tax measures and rebates

Promesses de Gilbert Joseph Jubinville

Rebates are a strategy. The PPC not increase taxes only to later offer a rebate as an attempt to influence votes. This approach underm the trust and intelligence of the electorate.
Reduce taxes and streamline the tax system by lowering personal income taxes, corporate taxes, and personal capital gains taxes.

Trades

Promesses de Gilbert Joseph Jubinville

Suspend the admission of new student permanent residents and subsequently restrict the intake to ,000–150,000 individuals annually.
Introduce tax incentives for apprenticeships until the job market and economy achieve stability, and subsequently phase out all government interventions.
Removing all interventions would allow private companies to focus on promoting business investments and improving productivity.

Climate Change & the Environment

Clean energy

Promesses de Gilbert Joseph Jubinville

I have worked on solar, wind, & nuclear. I know from first hand experience that Abolish the taxes, regulations, subsidies, and program adopted by the Liberal governments to fight so-called climate change.
Instead invest in adaptation strategies to protect Canadians against natural disasters such as floods and forest fires. Prioritize implementing practical solutions for clean air, water and soil cleaner

Climate adaptation

Promesses de Gilbert Joseph Jubinville

PPC policies are considered among the most environmentally friendly. The carbon tax has been place for over seven years but has demonstrated NO significant impact on climate change.
The PPC has pledged to abolish carbon. Carbon tax is nothing more than increasing the HST/GST from 13% to 30%!!
Canadian poor & middle class pay the bulk of the taxes that they claim are being used to help preserve the environment
Anthropogenic climate change—scientific evidence that refers to global warming and associated climate impacts driven by human activities.

Conservation

Promesse de Gilbert Joseph Jubinville

https://www.peoplespartyofcanada.ca/issues/environment

Electric vehicles

Promesses de Gilbert Joseph Jubinville

EV are an imp part of the future but not necessary better for the environment when you include the entire cost from mining the rare earth minerals to battery landfills.
Green technologies, including EVs, are inefficient corporate welfare that distorts markets. We must abolish subsidies for green technology.
Private sector innovation should drive solutions without government handout.
PPC would oppose the Electric Vehicle Availability Standard, which mandates 100% ZEV sales by 2035. It’s an overreach that restricts consumer choice.
“top-down policymaking at its worst.” The credit system compelling automakers to sell ZEVs or face fines, viewing it as government coercion.

Electricity

Promesses de Gilbert Joseph Jubinville

PPC would eliminate federal programs supporting renewable electricity, such as the $4.5 billion Smart Renewables and Electrification Pathways Program.
The government is the least efficient at asset allocation.

Freshwater

Promesses de Gilbert Joseph Jubinville

Canadian rivers discharge close to 7% of the world's renewable water supply. Canada has about 20 per cent of the world’s total freshwater resources
PC prioritizes addressing tangible pollution, such as water & soil contamination, over CO2 emissions, which they do not consider pollution.
Provide clean drinking water to First Nations communities!! this is a more urgent priority than global climate target
Freshwater management would be left to provinces. Let them tailor policies to local needs, such as protecting the Fraser River or St. Lawrence River.
For example, Alberta’s water-intensive oil sands operations might prioritize industry over conservation without federal oversight, potentially straining shared watersheds like the Athabasca River.
This will foster community-driven solutions, like Ontario’s $200 million Great Lakes Protection Fund

Green building retrofits

Promesse de Gilbert Joseph Jubinville

https://www.peoplespartyofcanada.ca/issues/environment

Green jobs

Promesses de Gilbert Joseph Jubinville

No social advocacy can succeed without a well-functioning economy. This requires well-paid, sustainable jobs across all sectors, not solely the "Green" sector.
The PPC opposes subsidies for green technologies, including electric vehicles, renewable energy sources as wind and solar, and carbon capture, considering them to be inefficient forms of corporate welfare.
Government subsidies disrupt market dynamics and create advantages for specific industries, emphasizing the need to prioritize private sector without reliance on public funding.

Greenhouse gas emissions

Promesses de Gilbert Joseph Jubinville

PPC does not prioritize reducing CO2 or other GHGs (e.g., methane, nitrous oxide). They dismiss the need for emissions targets, arguing that climate change is a natural process not requiring urgent action.
No federal policies aimed at cutting GHG emissions, potentially increasing Canada’s emissions, which were 670 megatonnes of CO2 equivalent in 2022.
PPC pledges to abolish the federal carbon tax. It is “hypocritical virtue signaling” with “zero effect” on global climate change.
It raises costs for consumers and businesses without meaningful environmental benefits.

Marine conservation

Promesse de Gilbert Joseph Jubinville

Focus on tangible marine pollution issues, like plastic waste or chemical runoff, but without federal mandates.

Mining and minerals

Promesses de Gilbert Joseph Jubinville

I spent at least 10 years in mining engineering & have worked on several mine sites.
I will advocates for reducing regulatory burdens to foster economic growth.
Repeal or reform Bill C-69 to streamline environmental assessments & permitting processes for mining projects.
This will accelerate project approvals, reduce costs for mining companies, and encourage investment in exploration and development, potentially creating regions like Ontario, British Columbia, and Quebec.

Oil and gas

Promesses de Gilbert Joseph Jubinville

I have worked on the Kearl Oil Sands Project. Alberta oil is clean, safe & ethical. We must stop shipping oil from Saudi to Montreal.
PPC will build pipelines & support Alberta oil. Expand the oil and gas industry, deregulation, and increased exports to boost Canada's economy.
2024, Canada imported approximately US$1.47 billion worth of crude oil from Saudi Arabia

Pollution

Promesses de Gilbert Joseph Jubinville

We have a serious problem with pollution & environmental concerns. The majority of my engineering projects involves protecting the environment
CO2 is not a pollutant but a natural component of the atmosphere essential for plant life. It’s what comes out of your mouth when you breathe & what nourishes plants. We MUST withdraw from Paris Agreement
Billions spent on international climate initiatives are better used domestically to solve environmental issues.

Public transit

Promesses de Gilbert Joseph Jubinville

I have personally worked on the Hurontario Light Rail Transit project. It should not have cost billions to build.
PPC will focus heavily on reducing federal government spending, promoting individual freedom to chose how to commute. Limiting federal involvement in areas they consider provincial or local jurisdiction

Culture, Arts, & Media

CBC/Radio-Canada

Promesses de Gilbert Joseph Jubinville

It's essential for a country to have its own news broadcasting and remain free from foreign influence. However, we have moved beyond that stage. The internet has leveled the playing field.
We must defund the CBC and transform it into a self-funded, non-profit organization. CBC receives approximately $1.24 billion annually in federal funding, has become a bloated Left leaning bureaucracy
PPC has pledged to preserve Radio-Canada, the French-language arm, recognizing its cultural significance in Quebec and Francophone communities.
CBC should adopt a balanced approach and avoid promoting a perceived "left-wing bias" or functioning as a tool for government propaganda. CBC undermines free speech by amplifying so-called "woke" narratives.

CRTC

Promesses de Gilbert Joseph Jubinville

CRTC should not be restricting independent media (e.g., Sun News, Fox News)
PPC will support CRTC’s role in science-based media only. Endorse CRTC’s local news & Indigenous media initiatives to ensure accurate reporting.
Repeal Bill C-11, which could be used to regulate user content on streaming platforms.
Repeal any existing legislation or regulation curtailing free speech on the internet and prevent the reinstatement of section 13 of the Canadian Human Rights Act
Limit the definition of hate speech in the Criminal Code to expressions that explicitly incite the use of force against identifiable groups or individuals based on protected characteristics.
Such as religion, race, ethnicity, sex, or sexual orientation

Francophone culture

Promesse de Gilbert Joseph Jubinville

7.9 million Canadians (21% of the population) speak French. Quebec’s cultural identity should be preserved privately, not through federal mandates.

Movies and TV

Promesses de Gilbert Joseph Jubinville

PPC opposes government subsidies for cultural industries, including film and television, viewing them as inefficient and market-distorting.
Cut programs like the Canada Media Fund (CMF) and Telefilm Canada, which provide $400 million and $100 million annually. Private investment should drive media production.

Museums and galleries

Promesses de Gilbert Joseph Jubinville

Canada has ~2,700 museums and galleries, attracting 62 million visitors annually
The PPC supports limited government and deregulations. The CRTC hinders independent art.
Museums and galleries can achieve sustainability through admissions, memberships, gift shops, and facility rentals, rather than relying solely on grants funded by taxpayers with limited means.
Museums and galleries can achieve sustainability with private Funding, Donations, Corporate Sponsorships, Endowments & modern fundraising like Crowdfunding & Patronage Platforms

Music and arts

Promesses de Gilbert Joseph Jubinville

Employs ~160,000 artists and generates $13 billion in GDP annually (Canadian Heritage, 2023). Key hubs include Quebec (music, theatre), Ontario (visual arts), and British Columbia (film-adjacent arts).
Endorse Private Funding: PPC will consider supporting tax incentives for arts donations, preserving Francophone culture without grants.
Canadian artists can achieve sustainability through private funding, donations, corporate sponsorships, endowments, and modern fundraising methods such as crowdfunding and patronage platforms.

News and journalism

Promesses de Gilbert Joseph Jubinville

Grok, ChatGBT, similar tools are capable of summarizing news and journalism from numerous sources within seconds.
It is ultimately the responsibility of each individual to choose the sources from which they feel comfortable obtaining their news.

Sports

Promesses de Gilbert Joseph Jubinville

Over 8 million Canadians participate in sports annually, with ~33,000 organizations. Professional leagues generate $5 billion in revenue, while amateur sports rely on volunteers and public funding
PPC advocates reducing government spending.
NHL Teams an thrive without government funding, but amateur and community sports, face closure without 20–30% support. Funding is essential. Once amateur sports are stable, they are to self fund.
Canadian athletes can achieve sustainability through private funding, donations, corporate sponsorships, endowments, and modern fundraising methods such as crowdfunding and patronage platforms.

Promesses de Gilbert Joseph Jubinville

I was adopted. My birth mother was young & poor. In 2025 I would be aborted. Ultimately its the women's choice. A soul is created at conception. the 1st heartbeat is LIFE.
The PPC welcomes a debate on abortion. We must stop listening to hysterical feminists who have hijacked this issue for too long.
We believe it is time for Canada to join the civilized world by enacting reasonable restrictions on abortion that balance the rights of the mother with the protection of unborn life.
Break the taboo surrounding abortion and encourage an open, respectful, and fact-based discussion on this issue.
Challenge other political parties to explain why they believe killing a healthy and viable unborn child is morally acceptable and should remain legal.
Introduce the Protection of Preborn Children Act to bring Canada in line with the laws of other civilized countries.
in all other civilized countries abortion is gradually restricted after the first trimester and late-term abortions are prohibited except in exceptional circumstances.
PPC MPs will be free to vote on the issue of abortion according to their conscience. unlike all other parties were sitting Members of Parliament are silenced on abortion

Women's health

Promesses de Gilbert Joseph Jubinville

Provincial responsibility and private solutions is the solution to improve women's health & not an unknown bureaucrat in Ottawa
PPC does not promote second class citizens. Men, women, children are to be treated equally in health care. there are 2 genders. Both require health care tailored to their gender.

Jobs, Businesses, & Labour

Employment Insurance

Promesses de Gilbert Joseph Jubinville

A great economy is required to fund social programs. Small business are the backbone of the economy and are the largest employer.
EI is “unconstitutional” intrusions into provincial jurisdiction. PPC would advocate for reducing or decentralizing EI, transferring responsibility to provinces or private insurance markets.
As a business owner I can confirm at times EI is a disincentive to work and a burden on businesses.
PPC prefers private unemployment insurance and individual savings over state-run EI. business premiums ($1.64 per $100 of insurable earnings for employees, $2.30 for employers in 2025)
A great economy is required to fund social programs. Small business are the backbone of the economy and are the largest employer.
PPC’s general approach to social programs and economic policy favors reduced government intervention and promotes market-driven solutions

Removing all interventions would allow private companies to focus on promoting business investments and improving productivity.

Trump's tariffs

Promesses de Gilbert Joseph Jubinville

PPC opposes retaliatory tariffs . Canada should not engage in a trade war with the United States, as it would harm Canadian consumers and businesses by raising prices and disrupting supply chains.
Negotiate a new trade deal with the U.S., putting all issues on the table, including Canada's supply management system for dairy, eggs, and poultry, which he believes hinders free trade.
PPC's policy emphasizes free-market reforms to strengthen Canada's economy and reduce dependence on the U.S. market
Eliminating Canadian tariffs on U.S. goods to avoid burdening Canadian consumers and businesses, advocating for "zero tariffs" on both sides
Waiting to assess the impact of Trump’s tariffs on the U.S. economy, noting that American consumers and businesses bear the cost of the 25% tariffs on Canadian goods. Trump will soften his stance on tariffs
Diversifying trade by removing interprovincial trade barriers and seeking alternative export markets to reduce reliance on the U.S

Causes of crime

Promesses de Gilbert Joseph Jubinville

Crime is driven by a combination of weak government policies, cultural fragmentation
Insufficient border controls, illegal immigration, allows criminals, including potential terrorists, to enter Canada unchecked.
Liberal “open borders” policies, enabling asylum seekers to cross at Roxham Road contributed to public safety risks
“zero-tolerance” approach to illegal crossings and stricter vetting of immigrants . inadequate border security facilitates crime, such as drug trafficking or gang activity
Canada’s porous borders allow “terrorists” or illegal migrants to threaten North American security, prompting Trump’s 25% tariff threats

Promesses de Gilbert Joseph Jubinville

Statistics Canada (2022) reports that 44% of women and 36% of men experience some form of IPV in their lifetime, with women facing higher rates of severe violence (e.g., sexual assault, choking).
GBV disproportionately affects Indigenous women, 2SLGBTQIA+ individuals, and those with disabilities, with 1 in 3 women experiencing gender-based violence.
PPC will have tougher penalties, more policing. Applied equally to all Canadians. PPC rejects “woke” frameworks of "Identity Politics" or victim-centered or gender specific interventions
Phase out international aid ($8 billion generally, $4 billion to Ukraine) would redirect funds to domestic priorities like law enforcement, enhancing policing of GBV/IPV cases & all cases.
Humanitarian aid must replace international aid ($8 billion generally, $4 billion to Ukraine)
National Action Plan will not End GBV.

Seniors, Disabilities, & Retirement

Autism and intellectual disabilities

Promesses de Gilbert Joseph Jubinville

PPC supports, early intervention, behavioral therapies, or community-based services.
Disability policy prioritizes veterans, committing to restore a tax-free lifetime disability pension under the Pension Act, effective retroactively from 2006, with lump-sum payments considered advance payments.
PPC’s preference for provincial over federal jurisdiction. Support for autism or intellectual disabilities would be left to provinces.

Canada Disability Benefit

Promesses de Gilbert Joseph Jubinville

The Canada Disability Benefit (CDB) starts July 2025, offering $200/month for singles with incomes below $23,000 or couples under $32,500, indexed to inflation. Critics argue $200 is insufficient
$2,200/month is needed to lift disabled individuals out of poverty. Concerns include provincial clawbacks and complex applications.
The PPC aims to cut federal spending, eliminating programs that overlap with provincial jurisdictions, deeming new social programs unconstitutional and favoring provincial responsibility

Caregivers

Promesses de Gilbert Joseph Jubinville

Caregivers are often family members or friends who provide unpaid care to people with disabilities, chronic illnesses, age-related needs, autism, intellectual disabilities, or seniors requiring support
Caregivers face financial, emotional & physical challenges, including lost income, high out-of-pocket costs, and burnout. Supports include tax credits respite care, workplace flexibility, & direct financial aid
PPC advocates for reducing federal spending and eliminating programs that “intrude on provincial jurisdictions,” such as social services. PPC prefers provincial or private solutions.

Promesses de Gilbert Joseph Jubinville

https://www.peoplespartyofcanada.ca/issues/foreign-policy

PPC believes Trump’s “offensive nonsense about annexing Canada” was enabled by the “Trudeau Liberals’ destruction of our country.
Canada’s weakened economic and social state under Liberal governance has made it vulnerable to U.S. pressure
PPC has consistently called for stronger border security and an end to “open borders” policies will address U.S. concerns about sovereignty and security.
PPC prioritize Canadian identity, ending multiculturalism policies and promoting a unified national culture. This will counter U.S. cultural influence.
Canadian Security Intelligence Service (CSIS) has identified the Chinese Communist Party (CCP) as the “greatest strategic threat” to Canada’s national security.

Ukraine

Promesses de Gilbert Joseph Jubinville

Non-interventionism, Canadian sovereignty, and fiscal restraint. Prioritize Canadian interests over international commitments.
PPC is the only party that is advocating for a negotiated peace in Ukraine. Canada must work with allies to facilitate peace talks between Russia and Ukraine rather than fueling the conflict with aid.
We must not participate in foreign conflicts unless there is a “compelling strategic interest” for the country. We have no responsibility to intervene in disputes involving countries outside its alliances.
Canada’s resources should prioritize domestic needs over foreign wars.
PPC opposes Canada’s military and financial aid to Ukraine, $4 billion in weapons and aid sent to the Zelensky government since the conflict escalated in 2022.
Liberals, Conservatives, and NDP must not support a “U.S. neocon proxy war” against Russia
PPC is the only party that is advocating for a negotiated peace in Ukraine. Canada must work with allies to facilitate peace talks between Russia and Ukraine rather than fueling the conflict with aid.

Transit, Transportation, & Infrastructure

Infrastructure investment

Promesse de Gilbert Joseph Jubinville

PPC wil approve pipelines projects using a streamlined process

Public transit

Promesses de Gilbert Joseph Jubinville

I have personally worked on the Hurontario Light Rail Transit project. It should not have cost billions to build.
PPC will focus heavily on reducing federal government spending, promoting individual freedom to chose how to commute. Limiting federal involvement in areas they consider provincial or local jurisdiction

Enjeux divers

Digital ID or currency

Promesses de Gilbert Joseph Jubinville

PPC explicitly opposes both digital ID and CBDC. These are steps toward a dystopian, centralized control system akin to China’s social credit system.
ArriveCAN app, used during the COVID-19 pandemic, as an early example of digital ID overreach, criticizing its mandatory personal data collection (e.g., vaccination status)
The PPC claims ArriveCAN was a pilot for broader digital ID systems backed by the World Economic Forum (WEF) and partners like Air Canada and Canadian airports
PPC rejects partnerships with globalist organizations like the WEF, which it accuses of promoting KTDI under the Great Reset initiative, promising a future where “you will own nothing, and you will be happy.”
The party vows to block any federal digital ID program, prioritizing Canadians’ right to privacy and autonomy.
Digital ID systems, by centralizing personal data (e.g., driver’s licenses, health cards, social insurance numbers), give bureaucrats “unparalleled access and control” over citizens’ lives.
Digital ID systems will restrict access to services, education, or jobs based on compliance or social scores
PPC pledges to dismantle any federal digital ID infrastructure, including GC Sign In and GC Issue and Verify platforms.
PPC would prohibit mandatory digital ID use, ensuring Canadians can access services without digital credentials, and advocate for cash-based transactions to preserve anonymity, countering the cashless trend
PC firmly opposes the introduction of a Central Bank Digital Currency (CBDC), such as the Bank of Canada’s proposed digital Canadian dollar, viewing it as a tool for financial surveillance and control.
CBDC would eliminate cash-like anonymity, enabling the government to monitor and restrict transactions, as seen in China’s digital yuan system
CBDC would reduce banking competition by allowing direct central bank transactions, potentially destabilizing commercial banks if citizens transfer funds to digital wallets (a “digital mattress” effect).
This would limit credit access, stifling business innovation and economic growth, key PPC priorities
CBDC aids in Government weaponization. Freezing of bank accounts during the Freedom Convoy protests as evidence of how digital currencies could be used to punish dissent.
A CBDC, unlike cash, could be programmed to restrict purchases (e.g., barring “undesirable” items like sugar or firearms), aligning with globalist control agendas.
PC vows to ban any CBDC implementation, ensuring cash remains a legal tender for all transactions.
PPC would decentralized cryptocurrencies like Bitcoin. 13% of Canadians owned in 2021, as private, pseudo-anonymous alternatives that reflect market-driven innovation, contrasting with state-controlled CBDCs

Vaccine requirements

Promesses de Gilbert Joseph Jubinville

PPC was the only party that did not mandate vaccines.

Fire the Chief Public Health Officer of Canada Theresa Tam and replace her with someone who will work with provincial agencies to implement a rational approach to the pandemic
PPC will not following the recommendations of the World Health Organization
https://www.peoplespartyofcanada.ca/issues/covid-policy
Oppose vaccine mandates, vaccine passports, and other authoritarian measures imposed by provincial governments, and support individuals and groups that challenge such measures in court.

Wealthiest county on earth

Promesse de Gilbert Joseph Jubinville

Canada is one of the wealthiest countries per capita, given its size and abundant natural resources. There is no justification for the high tax rates which may be attributed to poor management & poor leadership

Canadian Identity

Promesses de Gilbert Joseph Jubinville

Official multiculturalism is founded on the notion that there is no singular Canadian society or distinct Canadian identity for individuals to assimilate into.
We are NOT just a collection of ethnic and religious tribes
https://www.peoplespartyofcanada.ca/issues/canadian-identity
PPC will Repeal the Multiculturalism Act & eliminate all funding to promote multiculturalism. Emphasize instead the integration of immigrants into Canadian society.

Gender Ideology

Promesses de Gilbert Joseph Jubinville

Protecting Women & Children from Harm
Canadians who hold the belief that there are only two immutable sexes should not be obligated to modify their language and behavior to align with gender ideology.
Women and children must be safeguarded from detrimental effects. The normalization of transgender ideology, particularly among the youth, has caused significant harm to an entire generation.

Any person encouraging minors to “transition” will be held criminally responsible for attempting to cause harm.
Remove the ban on helping minors who suffer from gender dysphoria accept their body that was imposed by Bill C-4, the so-called “conversion therapy bill.”
Stop funding groups that promote gender ideology.

Enshrine in legislation the country’s obligations to our veterans in a Military Covenant between the government and those who serve in the Armed Forces

Pensions will apply retroactively to 2006 & lump sum payments received since then will be treated as advance payments. Reemphasize the legislative guarantee of “Benefit of doubt” standard under the Pension Act
Simplify Program Access for Veterans. Instigate a line-by-line review of the New Veterans Charter (including the Enhanced New Veterans Charter Act of 2011), to determine which policies should be retained

Equalization- Fairness for Alberta

Promesses de Gilbert Joseph Jubinville

Considerably Reduce Equalization Payments Bring down substantially the total amount of equalization payments to provinces, end the yearly automatic increases in accordance with nominal GDP
Establish a parliamentary committee to review and make recommendations on a new formula that will avoid the welfare trap and provide poorer provinces with the right incentives
Adopt pro-growth economic policies and reduce their dependence on federal money.
Ensure that the new formula respects our Constitution, makes provincial governments more responsible for their policy decisions, and is fair for citizens of all provinces.
25–30% of Albertans support separation. Logistical, economic, and political barriers make it unfeasible. Separatism is a strong protest against Liberal policies.
Reducing equalization payments to Quebec would increase the disposable income of Albertans and compel Quebec to cease importing oil from Arabia.
Canada imported 16.9 million metric tons (467,000 b/d) of crude oil, with 66% from the U.S., 15% from Saudi Arabia (~70,000 b/d), and 13% from Nigeria

Biographie

Proud Canadian, father, & bilingual professional, Gilbert Jubinville, running with PPC to champion freedom, opportunity, and rule of law. 30+ years as an engineering technologist and business owner. I’ll fight for families, free markets, & Canadian Charter of Rights and Freedoms

As a proud Canadian, devoted father of two teenagers, and bilingual professional, I am running for federal office with the People’s Party of Canada to champion individual freedom, economic opportunity, and the rule of law in our community. I believe strong families and empowered individuals are the bedrock of a thriving society, and I am committed to fostering a Canada where every citizen can prosper through their own efforts.

With over 30 years as a Certified Engineering Technologist in Civil Engineering, I have built a distinguished career in the private sector, leading critical infrastructure projects in mining, nuclear, electric vehicle manufacturing, wind, and solar energy. Since 2016, I have owned and operated my own consulting practice, delivering innovative, evidence-based solutions to complex challenges. My decade co-owning a blue-collar business has given me firsthand insight into the struggles of working Canadians, reinforcing my commitment to policies that promote economic resilience and free markets.

My dedication to community runs deep. For five seasons, I served as a hockey trainer with the Minor Oaks Hockey Association (MOHA), mentoring youth and fostering teamwork, values that strengthen our neighborhoods. This experience underscored the importance of local engagement and personal responsibility in building connected, vibrant communities.

Inspired by the Canadian Charter of Rights and Freedoms, I stand for the rule of law, ensuring government actions are transparent, accountable, and respectful of our liberties. I oppose heavy-handed measures like vaccine mandates and prolonged lockdowns, which disrupted lives and livelihoods without clear justification. I advocate for voluntary health measures, robust privacy protections, and economic policies that empower small businesses and families, not burden them with red tape or overreach.

In this riding, I will fight for a Canada where personal freedom and economic opportunity go hand in hand, where your health choices are yours alone, and where government serves the people. With my experience, integrity, and commitment to community, I am ready to represent you in Ottawa and build a stronger, freer future for all Canadians.

My main reason for running is to ensure today’s youth have the opportunities I was privileged to enjoy: work, homeownership, family, and a secure retirement. This demands evidence-based governance with rational, justified laws.

As a former classical liberal, I’m running in this progressive, Liberal-safe riding to restore classical liberal values and the Canadian Charter of Rights and Freedoms, including:

Medical privacy (Charter Section 8, PIPEDA/PHIPA)

Individual liberty (no vaccine mandates)

Limited government (no lockdowns)

Free markets

Personal responsibility

Rule of law

Property rights

I’m dedicated to sustainable economic growth, family support, and opportunity for all. With leadership, integrity, and service, I’m ready to represent this riding in Ottawa for a freer, brighter future.

Vote Gilbert Jubinville with the PPC for liberty, opportunity, and the rule of law.
