My campaign is built around six governing principles that will guide every decision I make as a member of Council.
The first principle is financial accountability. Every tax dollar should be spent carefully, transparently, and with clear public benefit. Major expenditures and capital projects must be subject to rigorous review.
The second principle is transparency. Residents should have access to information, understand how decisions are made, and be able to see the reasoning behind Council actions.
The third principle is evidence-based decision making. Good public policy requires facts, data, professional analysis, and thoughtful evaluation rather than political expediency.
The fourth principle is responsible governance. This means ethical leadership, respect for bylaws and regulations, and strong conflict-of-interest safeguards.
The fifth principle is public engagement. Major decisions should involve meaningful consultation with residents and community stakeholders before commitments are made.
The sixth principle is long-term sustainability. We must balance fiscal responsibility, infrastructure reliability, and environmental stewardship to ensure a strong future for Richmond. Together, these six principles form the foundation of my approach to leadership and public service. They represent the values that I believe Richmond residents expect and deserve from their elected officials. Thank you for your time and consideration. Biographie
Donald John Flintoff is a former Professional Engineer, formerly registered in British Columbia, Alberta & Ontario, with decades of engineering and regulatory experience spanning public administration, compliance, and governance oversight. A 52 year resident of Richmond.
He has served in roles where he applied professional standards and ethics. His governance experience extends to the BC Ombudsperson — ensuring fairness in public administration — the Office of the Information & Privacy Commissioner (OIPC BC), advancing transparency and privacy rights — and the BC Utilities Commission. Project Manager in Pulp & Paper, Engineering Manager at Enmax Services, Electrical Superintendent at SFU.
At the municipal level, Donald brings a sharp focus on procurement integrity, capital project oversight, bylaw enforcement, regulatory compliance, and the protection of Freedom of Information rights in civic government — the pillars of a well-governed city.
As a Volunteer, Donald served on the YVR Airport Noise Committee and Director & VP at Thompson Community Centre.
