David Chesney

Indépendant pour White Rock Conseil

Enjeux divers

Accessibility

In large part I think we have done a fairly good job.

Affordable Housing

The national average age group of over 65 in cities across Canada is 16% on average. White Rock has 34% of our population over 65. We need to start a lot of catch up for sourness housing and affordable housing.

Cannabis Legalisation & Policy

We have set aside an area in our city where legal marijuana can be sold if the applicant meets our standards and has the correct Provincial certification. To date we have not granted a license. In hindsight we might have had talks with Surrey next door on their plans.

City Police

I would very much see a more open dialogue regarding policing in our city. For the past number of years there has been a hands off, give us the money, and don't ask questions from our RCMP detachment. Not good enough. A tremendous amount of tax dollars go to fund our own RCMP.

Community Safety and Security

All in all I feel safe in my community. We now and then have crime waves of petty theft from underground parkades which we should be informed of but that goes back to my statement about city police.

Community-Building

COUNCILLOR FATHERSand I were the only two members of council that voted to retain Question Period. I have hosted monthly meetings over the past 4 years in the library since being elected. I believe in COMMUNITY CONVERSATIONS!

Diversity

Welcome. White Rock is changing just like every other city in the Lower Mainland. We lagged behind as a destination for new Canadians up until recently. For instance www.chineseinwhiterock.com is a clear indication of the positive changes.

Environment & Sustainability

We currently have 4 storm severs that pour into our supposed "jewel in the crown" of White Rock Semiahmoo Bay. We can do better. Stop cutting down all the trees, we need them for slope stability and to clean the air.

Good Governance

Far too often whether it is by phone, email or persons on the street I too often hear "I have called, written, gone down in person and still no one gets back to me." I am a civil servant I proudly accept that mantle. If anyone at city hall has a problem with that I am concerned.

Green Space

White Rock is only 5 square km. All and any green space we can claw back is recommended. I supported the purchase by the city of a green space in our town centre this past term.

Homelessness

I am not naive enough to think we do not have a homeless problem in White Rock. It currently is below most people's radar. Until we decide whether or not we should spend the money for a permanent shelter our community organizations should dispense information on nearby shelters in Surrey.

Jobs

Our only industry besides the hospital is tourism in White Rock. We need to put a more concerted effort towards developing our #1 industry.

Mental Wellness

The Semiahmoo Peninsula is home to Semiaahmoo House and Sources two organizations that work with anyone with a mental challenge.

Natural Disaster Measures

We must do better. Given the toxic material pulled by on the rail line daily we are way behind having a plan in place should a disaster occur. We can and must do better.

Parks

We have 10 official parks in Whiter Rock. Most are postage stamp size and hardly ever used. We must do better.

Pedestrian Safety

I would like to see us take a cue from Surrey in the Ocean Park area with bright flashing lights (solar powered) on each crosswalk in White Rock. I see near misses almost daily. More patrols by the RCMP could start tomorrow in my mind.

Reconciliation

I have and will continue to work with the Semiahmoo First Nations to build a stronger relationship with our neighbours. I believe if you were to talk with the Semiahmoo First Nations you would find I am one of only a few elected officials that has shown respect and worked with them.

Recreation

The positive response to the newly opened all ability park located in Ruth Johnson Park tells me we can re-invent a number of the small parks in our inventory. Expand on their usefulness and make them more people friendly and kid friendly.

Recycling

We currently do the same job every other city in the Lower Mainland has instituted.

Seniors

As previously mentioned we have a disproportionate amount of seniors in White Rock. We have some programs for them but we can and should do better. Seniors housing should be a top priority. We have not talked about it once in the past four years that I was on council.

Sewage and Water Infrastructure

We purchased our water system back from EPCOR. The process was started before I was elected. Everything I have seen and heard says we made the right decision. Sewage lines are constantly being upgraded.

Small Business

Small business is all we have. We have one chain business The Boathouse on Marine Drive. As our city grows it is expected the growth of business will increase. I do not have to be told to SHOP LOCAL. It is why I live in a small town.

Taxes

We have very high taxes in White Rock given our population is just over 20,000. More density has never meant lower taxes. It fuels the push to amalgamate with Surrey.

Traffic

For one thing I would like to see White Rock entertain a car free day for Marine Drive on the beach. It has proved successful in may other areas of the Lower Mainland. Continued upgrading of our roads and painting of lines so they are visible at night would also help.
