Tom Groat is a retired educator and coach, community leader, and six-year neighbourhood association president. Married to Shirley for 43 years, Tom is a proud father and grandfather committed to building a stronger, safer, more connected West Kelowna.

Born in Winnipeg and raised on the Canadian prairies, Tom learned the values of hard work, honesty, and community service at an early age. He earned his degree from the University of Alberta and went on to enjoy a rewarding 30-year career as an educator, helping young people reach their full potential. Throughout his life, Tom has also been deeply involved in community sports as a builder, administrator, and coach, helping young athletes develop confidence, teamwork, and leadership skills both on and off the field.

Tom and his wife, Shirley, have been married for 43 years. Together, they raised two children—Brendan, now a family doctor, and Stephanie, an educator. Today, they are proud grandparents to five wonderful grandchildren.

Nine years ago, Tom and Shirley chose West Kelowna as the place to enjoy their retirement. Drawn by the area's natural beauty, outdoor recreation, and welcoming community, they quickly embraced the West Kelowna lifestyle. Whether hiking local trails, swimming, golfing, or attending community events, they appreciate the many opportunities that make West Kelowna such a special place to call home.

Tom has spent the past six years serving as President of the Shannon Lake Neighbourhood Association, where he has worked tirelessly to advocate for residents, bring neighbours together, and help strengthen community connections. His leadership has focused on listening to residents, finding practical solutions, and ensuring local voices are heard.

In 2024, Tom chaired the Okanagan Wildfire Responders Gratitude Event, a community-wide celebration recognizing the dedication and sacrifice of the firefighters, emergency personnel, and volunteers who protected our region during the devastating 2023 wildfires.

Throughout his years of community service, Tom has earned a reputation as a thoughtful, approachable leader who believes that local government works best when it is transparent, accountable, and responsive to residents.

Tom is a strong advocate for affordable housing, better roads and transportation infrastructure, accessible health care, and a safer, more vibrant community. He believes West Kelowna can continue to grow while preserving the qualities that make it such a great place to live, work, and raise a family.

Tom is committed to being a strong voice for West Kelowna—one that listens, collaborates, and puts the needs of residents first.

I’m running because I believe our community deserves leadership that listens, works together, and delivers practical solutions. I want to help build a West Kelowna where residents’ voices are heard and our community gets the services and investment it deserves.

West Kelowna is a wonderful place to live. It is a community with beautiful neighbourhoods, dedicated volunteers, local businesses, parks, trails, wineries, and people who genuinely care about where they live. I want to help protect what makes our community special while preparing West Kelowna for the challenges and opportunities that come with growth.

After years of serving my community through neighbourhood leadership and volunteer involvement, I have seen firsthand the difference that listening, collaboration, and persistence can make. I’ve learned that residents don’t expect government to have every answer. They expect their elected representatives to listen to their concerns, understand the issues, ask difficult questions, and work hard to find practical solutions.

That is the kind of council member I intend to be.

I’m running because West Kelowna needs a strong voice when it comes to the services and investments our growing community requires. We need to work more effectively with the Province, neighbouring communities, health authorities, police, and other partners to address issues that cannot be solved by the City alone.

Community safety is one of those priorities. Residents should feel safe in their neighbourhoods, parks, schools, and businesses. Addressing crime, mental health, addictions, and homelessness requires thoughtful and coordinated solutions involving policing, health services, social supports, prevention, and community organizations. At the same time, residents and businesses deserve to know that their safety is being taken seriously.

I’m also running because access to health care close to home matters. As West Kelowna continues to grow, residents should not have to rely on crossing the Bennett Bridge during an emergency when traffic can be unpredictable. I believe West Kelowna needs a stronger commitment to emergency health services within our community.

Transportation is another reason I’m running. Every day, residents experience congestion and delays that affect their ability to get to work, school, appointments, and home. West Kelowna needs practical transportation solutions and a stronger voice with senior levels of government to ensure our infrastructure keeps pace with our growth.

I want to help build a more connected West Kelowna as well. Safe sidewalks, multi-use pathways, cycling routes, and accessible connections between neighbourhoods, schools, parks, businesses, and community facilities can make a real difference in people’s daily lives. Parents should feel comfortable with their children walking or cycling to school, and seniors and residents of all abilities should be able to move around our community safely.

Growth also brings financial responsibility. Residents deserve confidence that their tax dollars are being managed carefully. Council must make thoughtful decisions about priorities, evaluate major projects responsibly, control unnecessary spending, and ensure that investments provide meaningful benefits to the community.

At the same time, we need housing choices that allow people to remain in West Kelowna throughout different stages of their lives. Seniors, families, young people, and individuals all need access to housing that is appropriate and attainable. Responsible growth should strengthen our community rather than put greater pressure on the people who already call it home.

Finally, I’m running because I believe West Kelowna deserves to be heard. Whether the issue is health care, transportation, policing, infrastructure, housing, or reliable power, our community needs representatives who will work persistently with other levels of government to secure the support and investment West Kelowna deserves.

Building a Stronger West Kelowna Together means listening to residents, respecting different perspectives, finding common ground, and turning community priorities into practical action. I’m running because I believe my experience as an educator, community volunteer, neighbourhood leader, and resident has prepared me to contribute positively to City Council.

Most importantly, I’m running because I care about West Kelowna and the people who call it home. I believe we can build a safer, more connected, financially responsible, and vibrant community—while preserving the character and sense of community that make West Kelowna such a special place to live.

I’m ready to listen, ready to work, and ready to serve.
